It’s a given that the SEC is the toughest conference in college football. When it comes to the second-best league in the country, the debate is usually between the Pac-12 and the Big Ten.
In his 2016 College Football Preview, Phil Steele found a new No. 2 in the rankings that might come as a surprise to college football fans – the ACC.
Steele emphasizes “experience“ as the significant factor in placing the ACC in the No. 2 slot – that is, how many players are returning for their squads.

Added to that is the fact that two ACC teams, Florida State and Clemson, are in the top five teams likely to reach the College Football Playoff this season.
